Interesting and timely, thank you. I think we are wondering how is it possible to define creativity / novelty / innovation, was it a baseline of non-likeness what the USPTO would use? Typically markets and art galleries are what decides creativity based on units sold and popularity. The reporting at the top fails to mention a metric used for determining how creative is a "creative city of the future description". Was it something ridiculously simple, like number of adjectives used? Word count? Word relevance based on recent news events, relevance based on most cited issues faced by city planners? Judging creativity at design awards are already highly suspect.... are we going to have to read 12 research papers ourselves?

When deciding what constitutes a novel research paper, again what does novel really mean: never done before, an interesting mixture, an interesting iteration, or something of actual value that breaks new ground and solves social problems in ways we couldn't even fathom. Assumptions and conclusions highly suspect, but let's see how the markets bear fruit, any inklings?
